A cost-benefit analysis of The American Families Plan’s proposed investment in a nationwide public preschool program

President Joe Biden asked the U.S. Congress to consider investing $200 billion over 10 years in “a national partnership with states to offer free, high-quality, accessible, and inclusive preschool to all three- and four-year-olds, benefitting five million children.” This report calculates the 10-year costs and benefits of such a program. To understand the long-run implications of such a program, the analysis is then extended to a 35-year period. (author abstract)
