This research by the Johns Hopkins University IDEALS Institute evaluates 2019 Quality Rating and Improvement System (QRIS) policies from 39 states using a rubric to compare QRIS goals, quality assurance and monitoring, standards, and incentives. This comparison is intended to be used to improve policies for Maryland EXCELS and Maryland accreditation.
