Through interviews with child care providers and leaders of state and local chambers of commerce, the Education Trust and U.S. Chamber of Commerce Foundation identified major challenges for small businesses and child care providers during the COVID-19 pandemic.  The influence of race and gender bias is discussed, along with recommendations for improving equity in child care workforce funding, health and safety, supply and demand, and retention.
