An examination of participant understanding of thier roles and their knowledge of the goals, benefits and challenges of the implementation of universal preschool in West Virginia from interviews with 1 state government representative, 3 early childhood state administrators, 3 early childhood county administrators, 3 early childhood local administrators, and 3 early childhood teachers affected by the policy
