Does pre-primary education reach those who need it most?

This brief uses PISA (Programme for International Student Assessment) data to examine the pre-primary education experiences of 15-year-olds from around the world. PISA is a triennial international assessment of the skills and knowledge of 15-year-olds, with 510,000 students in 65 economies participating in 2012. Controlling for socioeconomic status, students who had participated in pre-primary education performed better on PISA than those who had not. From 2003 to 2012, the percentage of 15-year-olds in Organisation for Economic Co-operation and Development (OECD) member countries who reported pre-primary education experience increased from 69 to 75 percent. Pre-primary education participation is higher among advantaged students than disadvantaged students--82 versus 67 percent in 2012--a finding that is consistent across almost all participating economies
