Starting strong: Why investing in child care and development programs is critical for families and California's economic future

This chartbook highlights the state of California's child care and development programs in light of its economic recovery and recent budget cuts. Recommendations to policymakers include: increasing funding to serve eligible families who are on waiting lists; raising the income eligibility limit for child care and state preschool; repealing the family fee for part-day state preschool; adopting flexible budgeting practices for CalWORKS child care; and increasing subsidized child care payment rates for both licensed and license-exempt providers.
