This document provides the responses of the Department of Health and Human Services to the recommendations of a committee of experts on the Head Start provider grant renewal process implemented in the Improving Head Start for School Readiness Act of 2007. Prominent is the issue of quality of service provision and its relationship to the choice of competitive or non-competitive renewal of grants.
