Report to Congress on the final Head Start program Designation Renewal System

Description:
This report provides the final summaries and implementation plans for the Head Start Designation Renewal System (DRS) of 2011. The DRS includes the roles of program quality and financial management in the determination of whether Head Start grants are renewed competitively or non-competitively. The sections of this report provide 1) summaries of public comments and the corresponding responses of the Secretary on a variety of proposals. 2) A summary of the final system for designation renewal to be found in the relevant parts of Title 45 of the Code of Federal Regulations, and 3) an overview the DRS's implementation plan to be executed by the Department of Health and Human Services following the system's 2011 date of implementation.
