This is the first annual report on the evaluation of two of Minnesota's access strategies, Early Learning Scholarships (RTT-ELC Scholarships) and Title I PreK Incentives that are part of Minnesota's Race to the Top-Early Learning Challenge (RTT-ELC). The Minnesota Department of Education (MDE) is administering these two components that aim to promote access to high-quality early learning and development (ELD) programs. This report describes how the access strategies were implemented in four geographic areas across Minnesota referred to as Transformation Zones covering the period from January 2012 to September 2013. MDE's approach is to provide the Zones with general guidance and requirements for implementing the initiatives and to allow for local planning and decision-making about the specific procedures to be used in each Zone. The data reported will serve as a baseline of the four Zones' initial implementation of the RTT-ELC Scholarships and Title I PreK Incentives and will be used to track implementation changes and progress through 2015.
