The QUALITYstarsNY process was created in order to provide children with high quality learning experiences that promote positive child outcomes and to ensure that even the most disadvantaged young children have access to high-performing programs, a strategy known to mitigate the achievement gap. The results of an analysis of the progress programs have made in the first three years show that programs have made dramatic progress and have reached significantly higher levels of quality. This report presents the findings of that evaluation. (author abstract)
