Slowly but surely: How Indiana is building a pre-K program

This resource examines publicly funded pre-kindergarten in Indiana by looking at the different programs and funding mechanisms that have evolved since its introduction. In addition to making comparisons to Minnesota's Early Learning Scholarship program, the authors consider challenges to expanding pre-K and look at the future of and make suggestions for public pre-K in the state.
