This report addresses the first of the three primary objectives by analyzing Quality Rated administrative data to understand how the criteria, standards, and components are working together to create the ratings. The report focuses on the function of the ratings themselves and answers questions such as: Does the distribution of Quality Rated ratings vary by program type or funding source? And, to what extent do the various standards contribute to the final rating? (author abstract)
