The implementation of Colorado Shines involves several key stakeholders across state agencies and local organizations. Understanding implementation from the perspectives of key stakeholders is helpful for documenting successes, exploring challenges, and identifying suggestions for system improvements. Twenty-nine key stakeholders were invited to participate in interviews because of their diverse roles within different organizations that are involved or associated with Colorado Shines implementation. Key stakeholders were asked to share their perceptions on the following eight topics: 1. Recruitment efforts 2. Rating criteria and the Colorado Shines Quality Framework 3. Verification process/process of rating assignment 4. Quality improvement supports and incentives 5. Marketing and communication 6. Data systems and technology 7. Transition from Qualistar Rating to Colorado Shines 8. Colorado's Race to the Top - Early Learning Challenge Grant (RTT-ELC) Each section within this report presents the key themes that emerged from key stakeholders' responses. These responses are presented mostly in tables. The report concludes with a Summary and Considerations section which provides a high-level analysis of key findings and considerations.
