After providing a historical timeline of federal early childhood education and care policies, this brief discusses federal performance partnerships in early childhood. The aim of this funding mechanism is to support states showing innovation and commitment to early childhood learning programs, while minimizing bureaucratic barriers. A partnership design is included, as well as several state examples.
