In Act 49 of the Second Extraordinary Session of 2003, the Arkansas State Legislature expanded the Arkansas Better Chance (ABC) prekindergarten program and provided explicit instruction to target school districts in which at least 75 percent of children have literacy and math scores below proficient levels. This report examines the impact of the ABC program on the percent of children scoring proficient on the state’s end-of-year exams. (author abstract)
