This document summarizes a report based on a survey of and interviews with early childhood care and education program directors (146 responses) in the state of Delaware. The study was conducted as part of the Preschool Development Grant Birth through Five needs assessment to assist the state in identifying key components of early childhood quality and estimating the cost of care and operations for early learning programs at various levels of quality, consistent with the Stars program.
