Early care and education participation for young children in foster care: Administrative and contextual insights - corrected

Description:

The purpose of the study is to better understand the barriers and facilitators of participation in ECE programs for young children in foster care in Minnesota and to present findings in an interim report and a final report to the Minnesota Legislature. For this interim report, the aim of the study was twofold: To quantitatively describe recent ECE participation rates for young children in foster care by race, ethnicity, age, and county; and To qualitatively explore the broad-level data systems, policy, and practice context of ECE participation for young children in foster care through interviews with key stakeholders.
