Child care assistance spending & participation in 2020

This brief analyzes national and state spending and participation data for CCDBG- and TANF-funded child care for FY2020. Although the terms spending and funding are sometimes used interchangeably, for the context of this report they mean different things. This report will focus on expenditures or how states spent funds to support child care assistance. It will also analyze participation data for the number of children served and providers serving through CCDF funding. Because of the delay in data publication, these data are only beginning to show the impacts of the COVID-19 pandemic on child care. This is critically important as the impacts of the pandemic will not be fully realized in the data in this report. FY2020 began on October 1, 2019, and ended on September 30, 2020. As the pandemic began to affect the child care sector starting in March 2020, these data only look at the first six months of the pandemic. We expect that future ACF administrative data will help us more fully understand the pandemic impacts to the CCDF program. (author abstract)
