Child Care Access Means Parents in School (CCAMPIS) grants are provided to institutions of higher education (IHEs) by the federal government to support or establish campus-based child care services that primarily serve the needs of low-income students. CCAMPIS grants were first funded in FY1999 after enactment of the Higher Education Amendments of 1998 (P.L. 105-244). According to a nationally representative survey in academic year 2015-2016, 22% of undergraduate students and 31% of graduate students were parents. Of the 3.8 million undergraduate students raising children while in college, 1.1 million were Pell Grant recipients. The majority of undergraduate students who paid any child care costs spent $500 or less per month. (author abstract)
