In December 2018, North Dakota was awarded $2.275 million in the Preschool Development Grant Birth through Five (PDG Birth-5). As a part of this one-year grant, the state contracted with Greenway Strategy Group to conduct a comprehensive statewide needs assessment to inform a strategic plan to enhance early care and education. This executive summary reviews the methods and findings of the needs assessment, which entailed extensive research and synthesis of existing data, as well as the analysis of results of focus groups, interviews, and surveys.
