Iowa’s child care crisis hurts more than Iowa child care providers and families. It also costs Iowa’s economy close to a billion dollars each year in lost tax revenue, employee absences, and turnover. Governor Kim Reynolds created the Child Care Task Force through Executive Order 8 on March 10, 2021. The task force was established in response to the top recommendation of the Governor’s Economic Recovery Advisory Board, which convened early on in the pandemic to deliver bold recommendations for helping Iowa’s economy not only rebound, but grow. The Governor’s charge to the Child Care Task Force was to develop a comprehensive strategy to address Iowa’s child care shortage and barrier to work in Iowa. The recommendations in this report represent an opportunity to do just that while building on the strong foundation of Iowa’s workforce, businesses, economy, and quality of life. (author abstract)
