This report summarizes child care market rate data for the entire state of Texas and for each of its 28 local workforce development areas (LWDAs). The new child age scheme (added last year) was included for this report. This scheme is more detailed than the traditional Infant. Toddler, Preschool, and School-age scheme used prior to 2022. Instead, it utilizes eight age groups, as mandated by recent legislation, to characterize rates charged for child care. In some limited areas of the report, it was necessary to characterize rates using the older scheme. In this 2023 report, as has been done in recent years, market rates for child care are estimated using a combination of survey data and TWC administrative records data on published rates of providers who accept subsidies. Three types of child care facilities were surveyed between September 2022 and April 2023: licensed child care centers, registered homes and licensed homes. In the survey, licensed and registered homes are grouped together, but separated for analysis. (author abstract)
