The North Dakota Department of Human Services (DHS) Child Care Assistance Program (CCAP) helps low-income eligible families pay for childcare while parents work or participate in allowable training or education programs. The ND DHS sets maximum rates that can be paid for childcare under CCAP. Federal regulations (45 CFR 98.16(1) and 98.43(b)(2)) require DHS to conduct a biennial market rate survey to ensure that payment rates allow CCAP families “equal access” to childcare services. The federal Administration for Children and Families states that “payments established at least at the 75th percentile of the market would be regarded as providing equal access.” This report will provide both the 50th (median) and 75th percentiles of provider charges.
