Beyond subprime learning: Accelerating progress in early education

This paper presents eight early education policy recommendations, along with specific policy proposals and which state, federal, and local actors should be responsible for them. The recommendations are to: 1) align early education programs from birth through third grade; 2) professionalize the early education workforce; 3) employ two generation approaches; 4) support dual language learners; 5) develop standards and assessments; 6) improve accountability systems; 7) strengthen early childhood data systems; and 8) use research to inform policy and practices
