Tax reform, revenue adequacy, and early childhood education in North Carolina

Extensive changes to North Carolina's tax code adopted since 2013 profoundly impact state revenue and thus the state's ability to fund numerous essential services, including early childhood education. This report explores the impact North Carolina's structural deficit has had on the state's early education system, the revenue needed to restore early childhood services to their pre-recession levels, and the principles that should guide ECE revenue initiatives and future state fiscal policy.
