The National Women's Law Center collected the data in this report from state child care administrators in the fifty states and the District of Columbia (counted as a state in this report). The Center sent the state child care administrators a survey in the spring of 2018 requesting data on policies as of February 2018 in five key areas--income eligibility limits, waiting lists, parent copayments, provider payment rates, and eligibility for child care assistance for parents searching for a job. The survey also asked state administrators to report on any policy changes that the state had made since February 2017 or expected to make after February 2018 in each of the five areas. The survey questions about these policy areas were largely the same as in surveys of state administrators conducted by the Center in previous years. (author abstract)
