The Washington State Child Care Collaborative Task Force (task force) is pleased to present this interim report to the Legislature and Governor Inslee. This report includes policy recommendations to begin building a high-quality, sustainable child care system that supports Washington's children, families and communities. The task force, a broad coalition of child care providers, advocates, legislators, community members and representatives of the business community, reviewed the industry assessment and also reflected on the status of child care industry before and during the COVID-19 pandemic to generate recommendations for this report. The task force recommends policies to model the costs associated with high-quality child care, improve the state's child care subsidy system, and support competitive compensation and professional development of the child care workforce. In June 2021, the task force will submit a strategy, timeline and implementation plan for achieving the goal of access to affordable, high-quality child care for all Washington families by 2025.
