The HEP was based on the Social Ecological Model, which is a theory-based framework used for understanding the effects of individual- and environment-level factors on behaviour change (Montano and Kasprzyk, 2008). The HEP was designed to improve familiarity with, attitudes, confidence and knowledge related to health-promoting best practices as well as the implementation of health-promoting policy, system and environment best practice change in diverse early childhood education settings. The primary objective of the HEP was to implement the Policy, System and Environment Change Process in a professional development training format with both centre and home-based early childhood education providers and to evaluate changes in individual-level constructs among providers, as well as the implementation of health-promoting policy, system and environment change in early childhood education centres and homes.
