Illinois’s ECCE system is spread across several state agencies, is governed by various state and federal policies and regulations arising throughout decades of development, and uses federal, state, and local funding sources to support service delivery. Historically, Illinois has been committed to developing a robust mixed-delivery system that uses these components to target improvements in early childhood outcomes (Governor’s Office of Early Childhood Development [GOECD], 2018b). The Illinois PDG needs assessment provides a review of the state’s ECCE system. See the accompanying text box for a note on the methodology used for this report.
