The Early Childhood Equity Fund (ECEF) was initiated in the midst of a global pandemic and a national racial justice reckoning. Despite enormous pressures on grantees, programs exceeded their expected enrollment numbers and provided crucial family support and early learning programming to nondominant families in Oregon. The 2021–2023 biennium confirms that this success was not a fluke; programs reportedly expanded capacity, enhanced program quality, increased recruitment and retention of linguistically and culturally diverse staff, and achieved greater program reach—especially with the hardest-to-reach families. These successes were undergirded both by the fund’s unprecedented flexibility and responsiveness and by the relationship-based approach of the Oregon Department of Early Learning and Care (which was formerly known as the Oregon Early Learning Division and therefore appears as ELD/DELC in this report). Trusted to do the right thing, and given the autonomy to design and implement culturally and linguistically responsive and affirming programs, grantees said they were better able to meet the needs of young children and families in diverse communities.
