An evaluation of the Preschool Excellence Initiative, a five-year plan in Prince Edward Island, Canada, to develop a high-quality, sustainable early childhood system, that examines implementation in the areas of governance, access, quality, and sustainability, based on stakeholder surveys and focus groups, key informant interviews, site visits and case studies, and a review of administrative data
