For the seventeenth consecutive year, the Infant and Toddler Coordinators Association (TICA) has surveyed all state and jurisdiction coordinators regarding the issues and challenges of Part C implementation. ITCA utilizes this information to track emerging issues and state responses related to eligibility, state financial support, personnel, decisions regarding continued participation in Part C and involvement in the broader early childhood system. In addition, the demographics of state Part C coordinators provide a national snapshot of the characteristics of Part C leadership. (author abstract)
