The evaluation of the 2013-14 program year of 21st Century programs in Pennsylvania includes information about the Cohort 5, Cohort 6, and Cohort 6A funding cycles. A cohort is a grouping of grantees by funding cycle. The timing of awards dictates what grantees report annually for evaluation. The state evaluation of Pennsylvania's 21st Century program focused on three performance measures within which grantees developed supporting performance indicators. The measures focused on positive academic, social, and behavioral changes for students. Data collection focused on these measures as well as program implementation and was reported through the Profile and Performance Information Collection System (commonly known as PPICS), Pennsylvania Grantee Report (PA Grantee Report), Quarterly Performance Reports, and monitoring reports. The Pennsylvania Department of Education (PDE) contracted with the Allegheny Intermediate Unit to conduct a comprehensive external evaluation of the 21st Century Community Learning Centers program to fulfill federal requirements under Title IV, Part B of the Elementary and Secondary Education Act, as amended, Sections 4202 (C) and 4203 (A) and Section H-5 of the 21st Century Community Learning Centers Non-Regulatory Guidance.
